This letter is directed to you at their request and reflects the feelings of the council. It is felt that the present ARRL band plan provides for ample repeater pair in the Two Meter sub-bands. The note of 1 Meg splits as a local option in the ARRL repeater directory is not an indication that the league supports this option. It is not part of the present band plan which has been adopted by over 90 percent of the amateur community. The operation of repeaters in Ohio on a 1 Meg split is a violation of this band plan and is unfavorable to the many simplex users in your area. Although no rule violation can be directly linked to your use of these frequencies for repeater operation, it certainly is not in the spirit of amateur radio nor good amateur practice. The Ohio Area Repeater Council, Inc, in behalf of its members and the amateurs of Ohio, objects to your continued operation within the simplex area of the ARRL band plan ands insists you discontinue operation by April 30, 1989. The council is not certain that a pair, per the band plan, is available to either of you. A study will be conducted by the Coordination Committee to determine if an assigned pair, not being used, can be reassigned. This study will be completed by May 29, 1989, and you will both be advised of the results by May 30, 1989. In the event that only one pair can be located, it will be offered to Mr. Cling first. Mr. Hurst had been assigned the repeater pair of 145.25 Mhz which he moved to the 1 Meg split while Mr. Cling has no assigned pair for his system. If a pair cannot be located for either party, both of you will be placed on a waiting list for the next available pair, with Mr. Cling, having first choice.
