To convert the Radio Shack Pro 51 to test mode (which allows you to receive
cellular) do the following.
 1. With the scanner off, hold down the BAND, 2 and 9 keys and turn on 
    the scanner.  The digits will move slowly from L to R.

 2. When the digits advances almost to the far right, press and hold the
    LOCKOUT, 2 and 9 keys till the digits stop.  The screen will blink &
    the scanner will begin scanning the factory set test freqs.

 3. Manually step to channel 23 which displays 888.96 mhz.  This is 
    almost the middle of the cell freqs.  Start a direct search routine
    from this freq up or down.
