Hmmm.... Possibly, but the contracting office would be the same - USAF Space Command, and the total system cost for Titan-IV procurement is carried in 1 budget line under the Titan-IV program office. (And I believe each SPO is reponsible for procuring their own program's upper stages...) Is GD a sub to MMC on the Titan-IV? Checking back over my DoD System Engineering textbooks, the primary difference in whether a contractor is an associate contractor or a subcontractor is in how the DoD is involved in configuration/change control. I don't believe this would cause one upper stage to be carried as a different budget line. For example, on the B-1B program, I believe the site contractor to prepare the hangers and maintenance facilities for the B-1B at to their operational bases was not a contractor) subcontractor - but an "associate" contractor with the USAF. However, the costs for site preparations were carried in the total B-1B costs as reported to Congress (like the SARs...), since they were integral to the "system" operations. Similarly, Rocketdyne, Thiokol, Martin Marrietta, Lockheed, and Rockwell are all "associate contractors" on the Space Shuttle. But the Space Shuttle costs are reported only as a lump set of budget lines at this same level. If I was a government auditor (or Congressional staffer), I would want to know the total transportation cost funded - so I would track total Titan-IV "system" for space launches (including upper stages as required - IUS, Transtage, Centaur, or none), or just as Titan-IV specific costs. It doesn't make sense in a "System Acquistion Report" to cost a complete set of launch vehicles and then add only a small subset of the necessary mission-specific upper stages. I still believe this SAR budget line is only for Titan-IV launch vehicles, not including upper stages. I think the Centaur upper stage costs are not broken out as a specific SAR budget item, since the number of them would be an indication of the the number of some subset of specific black- program satellites. [Assumption: Centaur places a much larger payload on orbit.
