Nope. It's legal problems that killed Orion. The USA signed treaties which probably prohibit the use of nuclear put-puts in the atmosphere. I don't know if France has agrred to partake in the atmospheric test ban; if not, I *suppose* they could use Orion-style launchers, although I'd hate to work in their PR dept trying to sell the idea. You wouldn't want to use Orion, anyway. It has an exhaust velocity of about 500km/s (very good compared to the ~4 km/s chemical rockets get), which means that if you had a mass ratio of e, it would be a twenty-six century trip to Alpha Centauri. Not bad for an unmanned probe looking at infra-stellar space, though. Dyson tyed with an idea of a Chicago sized nuclear put-put powered by H-bombs, rather than Orion's fission bombs. I *think* it could get close to .01 C, which means AC is only 430 years away. Further details in 'Disturbing the Universe', I believe.
