   FUNCTION
  Scales an RGB image.

   INPUTS
  Old      - Contains existing chunky pixels.
  New      - Buffer for the new chunky pixels.
  OWidth   - Current Width.
  OHeight  - Current Height.
  NWidth   - New Width.
  NHeight  - New Height.
  Temp     - Temporary buffer sized for the new image.

   RESULT
  The data pointed to by New is updated to the scaled image.
